UAE 3rd most attractive Labour market worldwide












Saqr bin Ghobash Saeed Ghobash, Minister of Labour, has stressed the Ministry's commitment to reaching greater stability and lifting the level of productivity in the labour market through applying a number of initiatives to achieve its strategic goals and strategic plan of the Federal Government in order to increase the efficiency of the market and achieving U.A.E.’s Vision 2021 to move to a knowledge based economy cherished by UAE citizens.

His statement was made after the notification that the U.A.E. has been ranked eighth most efficient labour market in the Global Competitiveness Report issued by the World Economic Forum "Davos" 2014 - 2015, and ranked 3rd place in maintaining skilled talents, according to international indicators.

He said, "This global achievement came as a result of the cooperation and integration of strategic plans between the Ministry of Labour and its partners from other government sectors and the private sector as well." The Ministry of Labour will continue to develop labour market policies with a proper implementation of the strategic plan developed to enhance the participation of U.A.E. citizens in the private sector, achieve flexibility, attract great talents, raise the productivity level and reach stability alongside contributing to building an effective nation with an enhanced reputation and prestige within international forums.

According to the Global Competitiveness Report, the country has made it through sub-indicators from the efficiency index of the labour market to the third place globally in terms of attracting talents and got the sixth place for the ability to retain these talents, something which confirms the efficiency of the system followed alongside the laws and policies launched by the country, which aim at providing a suitable work environment attractive enough to jobseekers in various sectors that absolutely furnished with the diverse job opportunities that were created in such a well-organised market.

"Labour mobility occurs by first, ending of the working relationship between the worker and the employer through an agreement, and second spending at least two years with the current employer before moving to a new job," Ghobash said.

He also pointed out that there are some exemptions with regards to the previous statement, as the first condition drops in case employers who do not fulfill labour contracts with workers, the second condition exempts only skilled workers o first category who salary of no less than 12,000 AED monthly, second skilled category who get not less than 7000 AED, the skilled third category who receive not less than 5000 AED.

Easing the labour mobility in the U.A.E., private sector and the ministry adopted new systems, among others, issuing of internal work permits, temporary permits and under family’s sponsorship permits, in addition to minors permit which is subject to strict conditions.

Among the sub-indices by the Global Competitiveness Report, the U.A.E. was ranked the 10th best country in the world in Labour relations, which witnessed a big leap compared to its seventeenth place in the last year’s classification.

The Wages Protection System (WPS), which was applied by the Ministry of Labour in 2009, has largely contributed to the stability of the labour relations, as it provided a safe working environment, because it protects the rights of workers by getting their wages without any delay according to their contracts.

The WPS system runs through an electronic mechanism that links the ministry with the Central Bank. Its main purpose is to track the salary transfers from the companies to the workers through a comprehensive database containing updated information about the employer’s commitment in paying the agreed wages, and thus enable the Ministry of Labour to monitor and follow-up every step of the transaction to enable it take necessary measures against law breakers.

Ghobash ended his statement saying, that the Ministry of Labour implements many policies, programmes and initiatives that contribute actively towards stabilising working relationship and cooperation between both the labourers and employers, in addition to increase in the efficiency of the UAE labour market, through the application of international standards in labour accommodation, occupational health and safety in cooperation and coordination with key partners. The ministry also follows transparent procedures that settle labour disputes and other programmes to educate and guide both production parties.
