The Emirate Of Abu Dhabi Aims To Achieve World-Class Environment, Health & Safety Regulatory Framework For The Building & Construction Sector


Al Ain Municipality Seeks Local Or International Consultants To Implement A Three-Year Contract Project To Implement Environment, Health & Safety Management System










Today in Al Ain a three year project tender was announced in line with the Abu Dhabi government vision to develop an effective Environment, Health & Safety Management System (EHSMS) for the Building and Construction (B&C) Sector in the Emirate of Abu Dhabi which includes Al Ain, Abu Dhabi and the Western Region. Al Ain Municipality seeks to invite local and international world-class consultancies to submit their proposals for the implementation of a substantial three-year EHSMS project in Al Ain City. This important tender is being supported and communicated globally through an international print advertising campaign which aims to reach out to the world’s top tier experts and consultants in the field of EHSMS. The tender RFP will be made available by Al Ain Municipality, free of charge, for download through their website, www.am.ae/hse, on March 24th, 2009. This first of its kind in the UAE opportunity offers consultants with an established track record in implementing outstanding environment, health and safety processes and standards within the building and construction sector a period of six weeks to submit their proposals for this notable and sizeable project. Commenting on the initiative, H.E. Awad Bin Hassom Al Darmaki, General Manager of Al Ain Municipality and Head of the EHS Technical Committee for the B&C Sector said: “By the year 2020, we envision a fully regulated and implemented world-class Environment, Health and Safety system to be setup and fully operational throughout all municipalities in Al Ain, Abu Dhabi and the Western Region.” Al Darmaki continued: “The core objective of the B&C Sector – EHSMS is based on the Emirate of Abu Dhabi’s commitment to protect both our people and natural treasures. This initiative essentially aims to preserve the well-being of our people at large and to create a safer workplace for the construction workers employed within this advancing market.” H.E. Dr. Matar Mohamed Alnuaimi - Executive Director - Municipal Infrastructure & Assets, stated: “Alongside the opportunity for international consultancies to operate within the Emirate on this project, the new EHS project also offers a localised contribution to the job market by creating numerous employment opportunities in Al Ain for EHS experts to develop, supervise and monitor the system’s operation, while effectively overseeing that the safety of our people is ensured.” The EHSMS project aims to: -Reduce the levels of emissions and waste within the B&C Sector -Ensure safer working environments -Provide a healthier environment for the residents of Al Ain -Achieve sustainable and environmental friendly developments Eng. Rowdha Al Saadi, Infrastructure and Services Co-ordination Manager, Municipal Infrastructure and Assets Sector, said: “Throughout the past year Al Ain Municipality launched Phase 1 of the project, which focused mainly on gap analysis and the development of the system parameters. Following the results of Phase 1, we are now seeking to contract experienced consultants to help us implement Phase 2, which will focus on the mobilisation and implementation of the EHSMS.” Al Saadi added: “Phase 2, which will kick off in August 2009 with a duration period of three years, which entails the development of the regulations, recruitment of the EHS department staff, the establishment of the training division, creating awareness, and implementation of the system.” Consultancies will be evaluated on the basis of their technical expertise and knowledge in EHSMS as well as their financial proposals. Evaluation will be based on consultant’s experience in: -Strategic planning and project management -Environment, Health & Safety in building and construction -Information technology systems to support management of EHS aspects -Training and capacity building capabilities and plans for human resources -Marketing and awareness campaigns -Attracting employees and ensuring employee residential arrangements -Financial standings of the consultancy and the financial proposal of fees The EHSMS will be followed by two similar projects within two of the municipalities of the Emirate of Abu Dhabi and governed by the Regulatory Authority; the Department of Municipal Affairs.
